Replace an organization's entitlements

/api/v1/orgs/:org/entitlements

Write access is granted to either the billing service or an org admin. The billing service signs the request (HMAC-SHA256 over <timestamp>.<METHOD>.<path>.<sha256 of the raw body>, sent as X-SP-Signature: v1,<base64> plus X-SP-Timestamp and X-SP-Key-Id). The legacy static bearer is still accepted while the entitlements.allow_legacy_service_token system parameter is true.
